The continuity of society’s critical functions requires stronger preparedness than ever before. The CER Act encourages organisations to identify their risks and strengthen their resilience. As a supplier of security systems, Hedengren brings security technology and system expertise to its cooperation with Voimatel, combining them with Voimatel’s expertise in telecommunications, energy and infrastructure to create comprehensive solutions.
Changes in Finland’s security environment, the growing importance of digital infrastructure and new EU regulation are placing preparedness in an increasingly important role. The CER Act (Critical Entities Resilience), which entered into force in July 2025, requires operators critical to society to strengthen their resilience and ensure continuity of operations even in exceptional circumstances.
Hedengren and Voimatel are responding to this need together. Hedengren supplies security systems that meet the customer’s needs, while Voimatel contributes its expertise in telecommunications, energy and infrastructure. The aim of the cooperation is to improve the operational reliability of critical operators and their readiness for various disruption scenarios.
What is the CER Act?
The purpose of the CER Act is to strengthen the resilience of society’s critical services and ensure that essential functions remain operational during crises, accidents or security incidents. The legislation is based on the EU CER Directive, which requires Member States to identify critical entities and ensure that they have sufficient preparedness in place.
The Act applies to sectors including energy, transport, health, water supply, food, public administration and digital infrastructure. Operators designated as critical must assess the risks affecting their operations, prepare resilience plans and implement the necessary protective measures.
Although the obligations apply directly only to designated critical entities, in practice the requirements for preparedness extend across the entire supply chain.
Comprehensive preparedness through cooperation
Hedengren and Voimatel are developing comprehensive solutions that support customers’ continuity management and the protection of critical infrastructure. The solutions are designed based on the risks and requirements of each site, ensuring that security and operational reliability are addressed as a whole.
Hedengren’s security systems cover solutions for fire safety, emergency lighting, intrusion detection, video surveillance and access control. As a system supplier, Hedengren helps customers choose and integrate solutions that meet the requirements of critical sites, supporting them from planning and deployment through to maintenance. Voimatel, in turn, brings extensive expertise in telecommunications, energy and infrastructure solutions to the overall offering.
Together, the security systems supplied by Hedengren and Voimatel’s infrastructure expertise form a complete solution that helps organisations meet the requirements of CER legislation and respond to growing security threats.
A resilient Finland is built together
CER legislation is not merely a new set of requirements, but an opportunity to develop organisational resilience strategically. Resilience is built in several layers: physical security, telecommunications connections, backup power, cybersecurity, monitoring and the operational capability of personnel.
This is exactly why cooperation between different operators is so important. As a supplier of security systems, Hedengren ensures that critical sites have access to appropriate and reliable security technology. Together with Voimatel, the goal is to help Finnish organisations build more crisis-resilient environments where critical services remain operational even in exceptional situations.
As society’s security increasingly depends on functioning connections and critical systems, preparedness is no longer solely the responsibility of security organisations. It is an investment in operational capability, competitiveness and the continuity of society.
